The main task of the consortium will be to unite the efforts of government structures, financial institutions, educational organizations, and international partners to enhance the effectiveness and transparency in the field of business support, as provided for in Articles 66 and 71 of the Constitution of the Kyrgyz Republic.
1. A consortium of institutions for supporting small and medium-sized enterprises is established in accordance with Appendix 1.
2. The Regulation on the consortium is approved, according to Appendix 2.
3. The Secretariat of the consortium is appointed to the Ministry of Economy and Commerce of the Kyrgyz Republic.
4. It is established that:
1) the council of founders of the consortium will determine the main directions for the development of small and medium-sized enterprises, and its decisions on business support will be mandatory for all consortium members and government bodies;
2) government bodies are obliged to assist the Ministry of Economy and Commerce in implementing measures for the development of entrepreneurship and ensure priority interaction with it.
5. The Ministry of Economy and Commerce of the Kyrgyz Republic must:
1) coordinate the activities of consortium members and monitor the implementation of its decisions;
2) take necessary measures in accordance with this decree.
6. The Cabinet of Ministers of the Kyrgyz Republic should approve the Program for the Support and Development of Small and Medium-Sized Enterprises by the beginning of the second quarter of 2026, which will include comprehensive measures for the development of all areas of business, including:
1) support for youth entrepreneurship as a foundation for forming a new generation of entrepreneurs and unlocking the innovative potential of the country;
2) promotion of women's entrepreneurship to expand economic opportunities for women and increase their participation in business processes;
3) stimulation of social entrepreneurship aimed at addressing pressing social issues and creating sustainable jobs for vulnerable groups of the population;
4) support for regional entrepreneurship;
5) development of a cluster approach to enhance production cooperation and competitiveness of industries;
6) stimulation of the creative economy to ensure innovative growth and cultural significance of the country's economy.
7. Control over the implementation of this decree is entrusted to the department for monitoring the execution of decisions of the president and the cabinet of ministers of the administration of the president of the Kyrgyz Republic.
8. The decree comes into force ten days after its official publication.
