The Housing Committee approved the ratification of two loan agreements with the OPEC Fund.

The Committee of the Jogorku Kenesh dealing with international affairs, defense, security, and migration held a meeting on February 2, 2026, during which two bills were approved in the third and final reading concerning the ratification of loan agreements with the OPEC Fund for International Development.

The first bill pertains to the ratification of a loan agreement titled "First Program for Sustainable and Inclusive Growth," signed on September 22, 2025, in Bishkek between the Kyrgyz Republic and the OPEC Fund for International Development. According to information from the Ministry of Finance, the loan amount is 30 million US dollars. This loan will be issued for 20 years with a grace period of 5 years and an interest rate of 1.25%. The funds will be directed towards supporting the socio-economic development of the country, including aspects such as sustainable energy supply, improvement of social services, enhancement of climate change resilience, strengthening financial stability, and improving the business environment.

The second bill concerns the ratification of a loan agreement related to the program "Universal Access to Water Supply and Sanitation (Phase 1)." According to the Cabinet, the OPEC Fund has allocated 20 million US dollars to finance this program, of which:

- The loan amounts to 20 million US dollars;
- Loan term – 20 years;
- Grace period – 5 years;
- Interest rate – 1.25% per annum;
- Reservation fee – 0.5%.

The main goal of the "Universal Access to Water Supply and Sanitation (Phase 1)" program is to improve water supply and sanitation systems in the villages of Chui, Issyk-Kul, and Osh regions, as well as to address priority issues related to further sanitation development and positively impact the country's water sector.
