A national campaign for free driver's license replacement is being held in the Kyrgyz Republic.
President of the Kyrgyz Republic Sadyr Japarov signed a decree "On the conduct of a temporary national campaign for the free replacement of driver's licenses." This initiative aims to simplify administrative procedures and improve the accessibility of public services for the citizens of the country, based on Article 71 of the Constitution of the Kyrgyz Republic.
According to the decree, the State Center for Registration of Vehicles and Driver's Licenses under the Presidential Administration is instructed to:
from January 15, 2026, until the completion of the campaign, conduct free replacement of driver's licenses issued without an expiration date for new licenses of the established sample; Additionally, it is necessary to organize active informational and explanatory work through the media and the internet about the upcoming campaign.
Participants in the campaign will not be required to present a document confirming the completion of a medical examination (form 083) issued by the authorized health authority. An important condition is that all activities specified in this decree must be implemented by state and other organizations within their competence and budget without using additional funds from the republican budget. In particular: – issuance and registration of licenses will be carried out at the expense of the State Center's own funds;
– the institution "Kyzmat" will also be engaged in the personalization of licenses at budgetary expense.
Furthermore, it is recommended that: – the open joint-stock company "Uchkyn" produce licenses at its own expense;
– the open joint-stock company "Kyrgyz Post" organize the delivery of licenses at its own expense.
The Ministry of Foreign Affairs of the Kyrgyz Republic is recommended to: – consider the possibility of excluding the requirement for a medical examination for citizens who will receive licenses abroad during the campaign;
– ensure the collection of consular fees in accordance with the resolution of the Government of the Kyrgyz Republic dated December 18, 2012, No. 839.
It should also be established that all licenses issued without an expiration date lose their validity from the moment they are replaced within the framework of this campaign and cannot be used thereafter. The Cabinet of Ministers is instructed to take the necessary measures to implement this decree within two months. Control over the execution of the decree is assigned to the management of control over the execution of decisions of the president and the cabinet of ministers of the administration of the president of the Kyrgyz Republic. The decree comes into force on January 15, 2026, and will be officially published.
