Free Replacement of Lifelong Driver's Licenses: The President Signed the Decree

Sadyr Japarov, the President of Kyrgyzstan, has signed a decree initiating a temporary national campaign for the free replacement of indefinite driver's licenses.

The launch of the campaign is scheduled for January 15, 2026, and it will continue until the relevant state authority decides to terminate it.

As part of this program, licenses issued without an expiration date will be replaced with new ones that meet established standards. During the campaign, a medical certificate (form 083) will not be required.

The organization and conduct of the campaign will be handled by the State Center for Vehicle Registration and Driver Licensing under the President's administration.

The Center will finance the issuance and registration of licenses from its own funds, while the institution "Kyzmat" will ensure personalization without using the republican budget.

The production of new licenses will be carried out by OJSC "Uchkun," and delivery will be managed by OJSC "Kyrgyz Post," with both companies operating at their own expense.

The Ministry of Foreign Affairs has also been tasked with exploring the possibility of exempting the requirement for a medical certificate issued by foreign medical institutions for Kyrgyz citizens abroad during the campaign.
Consular fees will be charged in accordance with established procedures.
It is important to note that after the replacement, indefinite driver's licenses will become invalid and cannot be used further.

The Cabinet of Ministers is instructed to develop the necessary measures for the implementation of this decree within two months.

The decree will come into effect on January 15, 2026, and will be officially published.
