According to this decree, starting from January 15 of the current year, a temporary campaign will be launched in Kyrgyzstan, within which drivers will be able to replace their old licenses for free with new ones that meet established standards.
The duration of the campaign will be determined until the authorized state body makes a decision to conclude it, as stated in the document.
The organizer of this campaign is the State Center for the Registration of Vehicles and Drivers under the Office of the President of the Kyrgyz Republic.
Additional Provisions of the Decree
- Events are planned for actively informing the public through media and internet platforms.
- During the campaign, there will be no requirement to present a medical certificate of form 083 to confirm the completion of a medical examination.
- The implementation of all activities will occur within the framework of approved financial plans, without additional costs from the republican budget.
- The State Center for the Registration of Vehicles and Drivers will ensure the issuance and registration of new licenses at its own expense.
- The personalization of driver's licenses will be carried out by the institution "Kyzmat" also using its own funds.
- JSC "Uchkun" has received a recommendation for the production of new licenses, while "Kyrgyzpost" will handle their delivery, also based on its own funds.
- The Ministry of Foreign Affairs has been instructed to consider the possibility of excluding the requirement for medical certificates issued by foreign institutions when replacing licenses abroad, as well as to ensure the collection of consular fees in accordance with established procedures.
The Cabinet of Ministers has been tasked with developing the necessary measures for the implementation of the decree within two months. Oversight of the execution of tasks has been assigned to the office for monitoring the implementation of the president's and cabinet's decisions in the administration of the president of the Kyrgyz Republic.
The decree will come into effect on January 15, 2026, and will be officially published, as reported in the press release.
It was previously reported that the campaign for the free replacement of driver's licenses would last until February 18, but it later became known that it would be extended.
