At the meeting of the Committee on Industrial Policy, Transport, and Architecture, held on January 20, 2026, Deputy Bakhridin Shabazov raised the issue of potential risks and the possibility of investor outflow due to the cancellation of the 1.3 coefficient, which was applied to the guaranteed purchase of electricity generated from renewable energy sources (RES).

Deputy Minister of Energy Altynbek Rysbekov commented that the tariff for purchasing electricity from small hydropower plants will remain at 4.42 soms per kWh.

The deputy also inquired about the reasons for the decision to cancel the 1.3 coefficient. In response, he was informed that the medium-term tariff policy would provide an opportunity for investors to set prices in foreign currency as part of the implementation of investment projects and public-private partnership projects in the fuel and energy complex.

The meeting also considered the draft law "On Amendments to the Law on Renewable Energy Sources" in the first reading.
