In Bishkek, the State National Security Committee of Kyrgyzstan uncovered facts of illegal activities at the rehabilitation center "Path to Life".
It was found that this rehabilitation center was essentially functioning as a private medical institution, posing as an organization engaged in the treatment of dependent individuals. Its operations were associated with gross violations of the legislation of Kyrgyzstan.
According to the investigation, the majority of the center's staff consisted of former dependents without higher medical education or necessary licenses. They conducted so-called "pseudo-psychiatric" procedures and conversations at the direction of the management. In cases of deterioration in patients' conditions, during "relapses," cruel and degrading methods of influence were applied.
Physical force was used for "subduing," as well as various devices, including beds with restraining straps, objects resembling truncheons, stun guns, and gags. This led to physical injuries and serious psychological consequences for the patients.
Additionally, as punishment, "disobedient" individuals were placed in isolation rooms with no contact with the outside world. Such rooms were equipped with barred and darkened windows, and patients were deprived of access to toilets and personal hygiene, forced to wear diapers and kept in these conditions for 7–8 days.
The investigation also established that the illegal activities of the center brought significant income to its owners: the cost of "rehabilitation" for one patient was from 80,000 soms per month. Moreover, the relatives of the patients were not informed about the actual methods of "treatment" being applied at the center.
As part of the investigation, it was also revealed that the principles of separating patients based on infectious and venereal diseases (such as HIV, tuberculosis, syphilis, and others) were not observed, which endangered the health of everyone present there.
During the collection of evidence, clues indicating the involvement of medical personnel in this profit-making scheme were also uncovered.

As a result of the investigative and operational activities, in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, the following individuals were detained and placed in the temporary detention facility of the Main Internal Affairs Directorate of Bishkek: "I.R.K.", "M.Dzh.N.", "E.A.V.", "M.I.M.", "M.V.A.", "T.Ch.A.", "K.K.I." and "Kh.S.V.".
Currently, investigative actions are ongoing.
