Meeting on Debureaucratization. Officials Warned of Personal Responsibility
A meeting was held in Bishkek, attended by the Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Adylbek Kasymaliev. The main topic of discussion was measures for the debureaucratization of government management, as reported by the country's government.
Kasymaliev emphasized the key aspects of work within the framework of debureaucratization. The most important tasks include providing citizens with quality and accessible services, as well as creating favorable conditions for doing business.
“Significant work has been done in this direction in 2025. Debureaucratization is being carried out in stages. The first stage focused on central government bodies, where business processes have been simplified and electronic interaction expanded. Within this stage, efforts are also being made to eliminate duplicative functions and excessive barriers that hinder citizens and entrepreneurs. The second stage will focus on the regions, where we intend to reform management at the local level, reducing the level of bureaucracy and improving conditions for business. If excessive requirements continue to exist at the district and city levels, then the reforms carried out at the center will not yield the expected results,” he added.
The head of the cabinet emphasized that a key moment in debureaucratization will be the transition to the regional level. Each akim and local leader will now bear personal responsibility for the fulfillment of assigned tasks. Local authorities must focus on eliminating duplicative functions and reducing decision-making timelines.
In addition, the task has been set to reduce bureaucratic barriers for businesses in the regions, including shortening the time for issuing permits and implementing the "Single Window" principle, which will ensure transparency in inspections.
“The state should act not as a controller, but as a partner for business. It is important to establish an open dialogue with entrepreneurs in each region,” he noted.
According to him, entrepreneurs should clearly know who is responsible for the problems that arise and within what timeframes they will be resolved. Local authorities should be actively involved in economic processes, rather than remaining in their offices,” he said.
Kasymaliev also highlighted the significance of digitalization as a key tool for debureaucratization, emphasizing the need for the active use of digital technologies both in central bodies and in the regions.
The pilot project will involve:
- 2 cities: Tokmok and Naryn;
- 3 districts: Nookat, Batken, and Tyup;
- 2 regions: Jalal-Abad and Talas.
During the meeting, reports were also presented on the implementation of debureaucratization measures aimed at optimizing the legal framework and simplifying administrative procedures. Plans were discussed for the institutional support of debureaucratization measures at the level of local authorities, including the coordination of actions between central and local services.
As a result of the meeting, appropriate instructions were given to the heads of state and local structures.
For the further implementation of reforms, the National Institute of Strategic Initiatives under the President of the Kyrgyz Republic, together with the Ministry of Justice, will conduct systematic work with local authorities.
