In the Cabinet of Ministers, the discussion focused on debureaucratization in the regions.

The Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, held a meeting dedicated to measures aimed at reducing bureaucracy in the state management system. During the meeting, he outlined key areas of work aimed at providing citizens with accessible, quality, and timely services, as well as improving the business environment.

Kasymaliev emphasized that significant progress has been made towards this goal by 2025. The process of debureaucratization occurs in several stages: the first involves central government bodies, while the second stage will focus on the regions. “We are initiating a reform aimed at increasing the efficiency of local governance, reducing bureaucratic procedures, and creating more favorable conditions for business in the regions. If unnecessary requirements and procedures persist at the district and city levels, it will slow down the decision-making process, and the reforms implemented at the central level will not yield the expected results,” he noted.

The head of government added that each akim and head of local authorities will bear personal responsibility for the quality of their duties. Local authorities have been instructed to eliminate duplicative functions, shorten decision-making timelines, and promptly address emerging issues to minimize bureaucratic barriers for businesses.

The following regions will participate in the pilot project:
- 2 cities: Tokmok and Naryn;
- 3 districts: Nookat, Batken, and Tyup;
- 2 regions: Jalal-Abad and Talas.

During the meeting, reports on the progress of measures for debureaucratization were also heard, and based on the results, relevant instructions were given to the heads of state and local authorities.
