Head of the Cabinet: The Crucial Stage of Debureaucratization Moves to the Regional Level

The meeting on the issues of debureaucratization of the state management system was held by Adylbek Kasymaliev. This was reported by the press service of the Cabinet of Ministers.

During the meeting, the head of the Cabinet highlighted key areas related to debureaucratization — these include providing citizens with accessible and quality services, as well as creating more favorable conditions for doing business.

“In 2025, we made significant progress in this direction. Debureaucratization occurs in several stages. The first stage concerned central government bodies, where some procedures for citizens and businesses were simplified, and inter-agency electronic interaction was improved. Duplicative functions of government institutions and unnecessary barriers for citizens and entrepreneurs were eliminated. The second stage will focus on the regions. We are launching a reform aimed at increasing the efficiency of local management, reducing bureaucracy, and improving conditions for business. If excessive requirements and procedures continue to operate at the district or city level, and decision-making is delayed, then reforms in central bodies will not yield the expected results,” he noted.

Kasymaliev emphasized that the key stage of debureaucratization is now moving to the regions. Each akim and local leader will bear personal responsibility for the quality of the tasks assigned to them. Local authorities have been tasked with eliminating duplicative functions, reducing decision-making times, and promptly addressing issues at the local level.

In addition, the Prime Minister added that digitalization will become a crucial tool in the process of debureaucratization. He stressed the need for the active implementation of digital technologies at both the central and regional levels.

As part of the further implementation of reforms, the National Institute for Strategic Initiatives and the Ministry of Justice will conduct systematic work with local authorities.
