A mechanism for protecting salaries from inflation has been proposed in the Jogorku Kenesh

Since February 6, 2026, a draft law "On Amendments to the Labor Code of the Kyrgyz Republic" has been submitted for discussion.
Deputy of the Jogorku Kenesh Gulnara Akimbayeva is the initiator of this project.

The document has been developed with the aim of introducing a mechanism for salary indexing at the legislative level, which will ensure its real value. The draft provides for uniform legal norms for indexing in non-budgetary organizations.

The explanatory note emphasizes that the Constitution guarantees the right to work and fair pay; however, the new edition of the Labor Code adopted in 2025 does not contain a direct indication of mandatory salary indexing, which, according to the developers, negatively affects the protection of workers.

Macroeconomic data is also provided: the gross domestic product (GDP) of the country increased from 550.4 billion soms in 2018 to 1 trillion 454.3 billion soms in 2024, while the consumer price index increased by 68.2% from 2014 to 2024. This, it is noted, has affected the decline in citizens' purchasing power.

The draft law proposes to amend Article 91 of the Labor Code by adding provisions on salary indexing based on the growth of consumer prices. In particular, it is proposed that:

According to the initiator, the introduction of the indexing mechanism will significantly strengthen state guarantees for protecting workers' incomes in conditions of inflation and increase the level of social security for citizens.
