The deputy proposes to enshrine the wage indexation provision in the Labor Code.

- Deputy Gulnara Akimbaeva has initiated a draft law aimed at adding a provision on salary indexing to the Labor Code. This draft law was presented for public discussion on February 6.

In the explanatory note to the draft law, it is stated that inflation from 2014 to 2024 amounted to 68.2%. It is also noted that the new Labor Code, adopted in 2025, excluded a provision from the old Labor Code dated August 4, 2004, which required employers to ensure the growth of the real value of wages through indexing in accordance with changes in the consumer price index.

“Although the current version of the Labor Code of the Kyrgyz Republic guarantees fair remuneration for workers, it lacks clear mechanisms for maintaining the real value of wages. The absence of a direct legislative indication on indexing as a means of ensuring the real value of wages leads to ambiguous interpretations and a decrease in the level of protection of workers' rights,” emphasizes the deputy.

The draft law proposes to amend Article 91 of the Labor Code (Payment for Workers' Labor. Forms of Payment for Labor) by adding paragraph 9 with the following content:

9. The increase in the real value of workers' wages is ensured through salary indexing in connection with the rise in consumer prices for goods and services.

Salary indexing in organizations funded from the republican budget will be carried out in accordance with established laws and other regulatory legal acts of the Kyrgyz Republic.

In organizations not funded from the republican budget, the conditions, procedure, and frequency of salary indexing will be determined by collective agreements, agreements, or local regulatory acts.
