At the meeting of the Jogorku Kenesh held on January 29, 2026, the deputies discussed a draft law concerning the ratification of loan and grant agreements within the framework of the "Phase 1 for the Kyrgyz Republic" project in the context of the "One Health" Program. During the discussion, important issues related to food security, veterinary medicine, and food quality were raised.

Deputy Bolot Saginayev emphasized the issues of ensuring food security, including the quality and safety of food products, as well as the need to ban the sale of substandard products near schools.

In turn, Deputy Zhyldyz Egenberdieva pointed out the necessity of modernizing, constructing, and equipping veterinary laboratories in the regions.

Deputy Makhabat Mavlyanova raised issues related to the certification and inspection of organic products, as well as clarified the list of hazardous chemicals and pesticides banned in Kyrgyzstan.

Deputy Kamila Talieva highlighted the importance of modernizing and equipping veterinary laboratories, especially in the Leilek district of the Batken region. She also clarified the conditions of the Loan and Grant Agreements, noting that the activities under these agreements are similar.

Deputy Minister of Water Resources, Agriculture, and Processing Industry Zhanibek Kerimaliev, who represented the draft law, reported that the "Phase 1" project includes three key components: combating zoonoses, preventing antimicrobial resistance, and ensuring food safety. The total funding amount is $31.79 million, of which $30 million is a 50-year loan with a zero interest rate and a 10-year grace period, while the grant amounts to $1.79 million.
