Three new hydropower plants will be built in Kyrgyzstan

The project will be fully financed by a private investor without government participation


As part of the creation of the Kazarman cascade of hydroelectric power stations in Kyrgyzstan, the construction of three new facilities will begin. On August 2, 2025, an investment agreement was signed between the Cabinet of Ministers of the Kyrgyz Republic and the Open Joint Stock Company "Central Asian Investment Holding" for the implementation of this project.

The project includes the design, construction, operation, and maintenance of new hydroelectric power stations. The cascade will consist of the following stations:

The Alabugin HPP with a capacity of 600 MW

The Kara-Bulun-1 HPP with a capacity of 149 MW

The Kara-Bulun-2 HPP with a capacity of 163 MW

Thus, the total installed capacity of the new cascade will be 912 MW. According to the terms of the agreement, the total investment volume is estimated at 3 billion US dollars, and all funds will be provided by a private investor without the involvement of government financing, as reported by the Ministry of Energy.
