Three New Hydroelectric Power Stations Will Be Built in Kyrgyzstan with Foreign Investments

On January 20, a working meeting took place in Bishkek, attended by the Minister of Energy of Kyrgyzstan Talaybek Ibraev, member of the Board of Directors of the Open Joint Stock Company "Central Asian Investment Holding" Gezer Selchuk, Chairman of the Board Sur Mukhammet Haluk, as well as Deputy Chairman of the Board of Directors Tariel Ermeev and other representatives of the company.

According to the ministry, the meeting discussed issues related to the preparation of a preliminary feasibility study for the construction of the Kazarman Hydroelectric Power Plant cascade, and a corresponding presentation was made.

Representatives of the OJSC "CAIH" informed the ministers and specialists about the current state of work and shared the main results and approaches achieved at the stage of preparing the preliminary feasibility study. Further steps for the implementation of projects and issues of interaction within the framework of existing investment agreements were discussed.

Ibraev noted that this project is of strategic importance for the development of the country's hydroelectric potential and enhancing energy security, as well as for attracting foreign investments in the energy sector, emphasizing the need to implement the project within the established timelines.

It should be noted that the investment agreement for the construction of the Kazarman cascade of hydropower plants was signed on August 2, 2025, between the Cabinet of Ministers of Kyrgyzstan and OJSC "Central Asian Investment Holding".

The project aims to construct and operate hydroelectric power stations, including design, construction, maintenance, and electricity generation at several sites.

OJSC "CAIH" is interested in creating a cascade of three hydropower plants, which will include:

Alabugin Hydroelectric Power Plant - 600 MW;

Kara-Bulun-1 Hydroelectric Power Plant - 149 MW;

Kara-Bulun-2 Hydroelectric Power Plant - 163 MW;

The total installed capacity will be 912 MW.

As stated in the investment agreement dated August 2, 2025, the expected investment volume will amount to 3 billion dollars. The implementation of the projects will be carried out entirely at the expense of the investor's own funds without the participation of state finances.
