In Kyrgyzstan, responsibility for violations during the import of goods has been strengthened


The State Tax Service of the Kyrgyz Republic informs about new measures of responsibility for the illegal movement of goods and vehicles across the borders of the countries that are part of the Eurasian Economic Union.

These changes have been made to the Code of Offenses and are based on the Law of the Kyrgyz Republic "On Amendments to Certain Legislative Acts in the Field of Taxation, Social Insurance, and Non-Tax Revenues," which was adopted on December 31, 2025.

According to the new legislation, the responsibility under Article 311 of the KR Code for the illegal import of goods and vehicles across the EAEU border has been significantly strengthened. The fines for individuals have increased from 10,000 to 20,000 soms, and for legal entities — from 28,000 to 65,000 soms.

In case of repeated violations within a year, the fines for individuals will be 40,000 soms instead of 20,000, and for legal entities — 100,000 soms instead of 65,000. Confiscation of goods is also provided for.

It should be noted that there has been an increase in cases of illegal importation of goods into the territory of Kyrgyzstan without the appropriate documents in passenger cars, in order to avoid control procedures at the goods accounting point "Ak-Zhol," which is located on the Kyrgyz-Kazakh border.

On this section of the border, attempts to import unaccounted goods, including cosmetics, biologically active additives, medications, tobacco products, mobile phones, vapes, and electronic cigarettes, are being recorded.

In light of the recent changes in the KR Code of Offenses, the Tax Service strongly urges taxpayers to comply with the legislation of the Kyrgyz Republic. This will help avoid liability, fines, and other measures of influence provided for by current legislation.
