The restoration of electricity supply became possible after Cuba experienced a complete blackout on March 16. This event occurred for the first time since the United States halted oil supplies to the island. According to Reuters, the country's second-largest city, Santiago de Cuba, remained without electricity for the entire day, but by evening the situation improved, and power was restored there as well.
On March 13, Cuban President Miguel Díaz-Canel noted that negotiations had begun with the United States to address bilateral issues.
