

President of Kazakhstan Kassym-Jomart Tokayev confirmed the adoption of a new Constitution, the decision for which was made through a nationwide vote. He emphasized that the year 2026 will be a time of significant political and legal changes.
At the ceremony dedicated to the adoption of the new Constitution, Tokayev noted: “We need to reform existing power institutions and create new ones, renewing them both structurally and in terms of personnel.”
In the near future, five new bills related to the Constitution will be submitted to parliament, and amendments will need to be made to eight existing laws and more than 60 articles in key codes. “This path will be very difficult, considering the current global instability. However, only those who move forward will be able to overcome all obstacles,” added the President of Kazakhstan.
The idea of constitutional changes belongs to Tokayev himself: in September of last year, he proposed to create a unicameral parliament instead of the existing bicameral one. As a result, more than 80% of the text of the Constitution was changed, including the restoration of the vice-presidential institution, which will be appointed by the head of state. Following the referendum held on March 15, 87.15% of participants supported the new text of the Constitution, which will come into force on July 1.
