The Prime Minister emphasized that countries need to identify key skills required for successful adaptation to the labor market and support people of all age groups in entering the labor market by providing new educational opportunities and skills. It is also important to effectively manage both the opportunities and risks associated with artificial intelligence and strengthen the interaction between the education and labor sectors.

2026 has been declared the Year of Employment Promotion in the fields of family, labor, and social protection. In this regard, the government will focus on expanding employment opportunities for women, youth, and the elderly. The Prime Minister noted that it is necessary to prepare for rapid changes in the labor market, update employment policies based on actual data, and direct cooperation towards achieving tangible results.

The five-year development plan for Mongolia for 2026–2030 sets goals for aligning human resources with market demand, improving coordination in labor relations, wages, and social insurance, as well as promoting decent employment and the development of the middle class. To achieve these goals, the government has approved a "300-day action plan to ensure economic growth for citizens," aimed at inclusive distribution of economic benefits, income protection, creating a favorable business environment, diversifying productivity, and achieving stable macroeconomic growth.

At the meeting of the National Employment Council held on January 26, 2026, measures and programs to promote employment were approved, which will be implemented in 2026–2027, as reported by the Minister of Family, Labor, and Social Protection Aubaqir Tileukhan. These initiatives include general employment services, vocational training, employment support programs for the elderly and people with disabilities, as well as the provision of small loans and financial assistance.

The Ministry is also working on updating the Employment Promotion Law. Among the main areas of proposed changes are a clear definition of target groups for employment support measures, the implementation of effective management approaches in employment services, and the creation of a unified information system on employment based on big data. The reforms aim to strengthen public-private partnerships, expand the role of employers and job seekers, and improve monitoring and evaluation of the law's implementation.
