According to the publication Media.az, the State Security Service of Azerbaijan has brought charges against a group of individuals, including the former head of the presidential administration Ramiz Mehdiyev, ex-deputy prime minister Abbas Abbasov, and the leader of the opposition party PNFA Ali Kerimli.

The conspiracy was organized with the help of a structure created abroad, known as the "Union of Azerbaijani Organizations of Russia," also referred to as the "Union of Billionaires." The investigation established that preparations for the coup began in 2012, when the organizers planned to use the presidential elections of 2013 to initiate mass protests.

About $550,000 was allocated for mobilizing supporters in the regions, with part of the funds allegedly coming from Mehdiyev and Abbasov. The State Security Service also reported that evidence included technical instructions for organizing rallies and a secret letter to a foreign power requesting support for "destructive activities" disguised as democratic reforms.
