In her speech before the Supreme Court, Delcy Rodriguez confirmed the authorities' intentions to prepare a draft law that will provide comprehensive amnesty for political prisoners, covering the period from 1999 to the present. This was reported by Euronews.

She also proposed to transform the "Helicoid" prison into a center for social and sports needs. According to human rights defenders, there are currently between 700 and 800 political prisoners in Venezuela.

Maria Corina Machado, the 2025 Nobel Peace Prize laureate, believes that the authorities' initiative is a response to pressure from the United States. In her opinion, this decision was not made voluntarily, and many prisoners have been behind bars for over 20 years. She also expressed doubts about Delcy Rodriguez's ability to ensure the necessary stability and trust for political reforms.

The last amnesty in the country was declared in 2007, when former President Hugo Chavez pardoned participants of the 2002 coup. Then, in 2020, Nicolas Maduro signed 110 pardons before the parliamentary elections, which the opposition boycotted at that time.
