Mobile subscribers connected to the networks of operating operators in Uzbekistan can make calls to the trust phones of the virtual reception of the country's president around the clock and free of charge. This provision is enshrined in the new edition of the Rules for Providing Telecommunications Services, the press service of the Ministry of Justice reports.
According to the agency, the document developed by the Ministry of Digital Technologies was registered on January 26 of this year. However, its effect will only begin to take place three months after its official publication.
The new edition of the rules includes many innovations aimed at improving conditions for mobile users.
In particular, when charging subscription fees and other services, operators are prohibited from bringing subscriber accounts to a negative balance, that is, to a state of debt.
In addition, a new procedure for activating paid additional services has been established — this is now only possible through mobile applications or USSD codes. All paid options must initially be disabled, and automatic connection without the subscriber's consent or the transition of free services to paid ones is prohibited.
According to the changes, number portability between operators will be carried out at service points within 20 minutes, whereas previously it took up to 8 working hours.
The deadlines regarding the transfer of a number to a non-existent status after prolonged non-use have also changed. If there are insufficient funds in the account, the operator can terminate the contract with the subscriber only after a year, rather than two months as was previously the case.
Users can now change their tariff plan to any other without additional costs, except in cases of switching to special tariffs intended for certain categories of the population or regions.
Operators are required to notify their users of upcoming changes in tariff plan conditions at least 15 days in advance through the media, their websites, or SMS notifications.
In addition, for the convenience of citizens, especially those living in remote areas or unable to visit service points, a system of mobile services will be implemented.
