Kazakhstan's Foreign Ministry on negotiations regarding attacks on the Caspian Pipeline Consortium: Ukraine has no position as such

Deputy Foreign Minister of Kazakhstan, Alibek Bakayev, reported on the current state of negotiations concerning the attacks on the Caspian Pipeline Consortium.
As Bakayev noted, the Republic of Kazakhstan is actively engaging not only with Ukrainian but also with European partners. “We have invited the extraordinary and plenipotentiary ambassadors of European countries operating in Kazakhstan to discuss these issues. The negotiation process is ongoing, and we urge our international colleagues, especially from Europe, to actively participate in energy security matters. This is particularly important as Europe is one of the main destinations for our oil exports via the CPC,” he explained in an interview with a correspondent from Informburo.kz during a Senate meeting.

Additionally, the vice minister added that there is currently no official position from Ukraine on this matter: “Negotiations are ongoing. At this moment, Ukraine has not made any official statements. However, work at the level of diplomats and energy experts is actively underway,” he concluded.

In early January of this year, drones attacked tankers carrying Kazakh oil at the CPC terminal. Since 2025, the consortium has been repeatedly subjected to attacks. For example, on November 29, an unmanned boat attack seriously damaged the offshore mooring facility. A drone also struck on the night of November 25.

Significant incidents also occurred on September 24, 2025, when a drone damaged the city office of the maritime terminal in Novorossiysk, and on February 17, an attack by seven UAVs disabled the Krupotkinskaya pumping station, one of the key facilities in the oil transportation system.
