- Ukrainian President Volodymyr Zelensky presented draft laws to the Verkhovna Rada that provide for the extension of martial law and general mobilization. The current martial law regime expires on February 3, and the new initiatives propose an extension for three months, until early May.
- Norway is providing Ukraine with emergency assistance of 340 million euros aimed at supporting the energy sector and the state budget.
- Timur Tkachenko, head of the Kyiv military administration, reported a nighttime attack by Russian troops on Kyiv using ballistic missiles.
- Explosions were reported on Monday evening in Odesa and Pavlograd in the Dnipropetrovsk region, according to local media and authorities.
- As of the end of November 2025, 4.33 million Ukrainians have received temporary protection status in European Union countries. In November, the number of refugees increased by 30,000.
- Zelensky also noted that the Ukrainian negotiation team is finalizing a security guarantees document with the USA, which will be submitted to the presidential level.
- The Russian side reported that as a result of a strike by the hypersonic ballistic missile "Oreshnik" on the night of January 9, the Lviv State Aviation Repair Plant was damaged.
- Emergency power outages have been introduced in Kyiv.
- In Belgorod, the operation of shopping centers and private enterprises has been restricted due to a lack of electricity.
