In Kyrgyzstan, They Want to Change the Operation of State Hospitals

The draft resolution concerning changes in the operation of state medical institutions has been presented for public consideration by the Cabinet of Ministers of the Kyrgyz Republic. This document is aimed at implementing the president's decree, which envisions the development of the potential and competitiveness of state healthcare institutions.

As part of this initiative, the introduction of a pilot mode in a number of state medical institutions is proposed, as well as the approval of a temporary procedure for their functioning. The reform will be carried out taking into account the budget of the Ministry of Health.

According to the explanatory note, the key task is to increase the managerial and financial autonomy of hospitals. This will allow medical organizations to independently form their budgets, optimize expenses, implement modern management approaches, and develop paid services.
The pilot project plans to involve 14 state medical institutions located in various regions of the country. It is guaranteed that the volume and accessibility of medical care provided by state guarantees will remain at the same level.
In addition, a transition to a more adaptive wage system is planned, taking into account not only job responsibilities but also the performance results of employees. The heads of medical institutions will receive expanded powers to determine the structure and number of staff.
Special attention will be paid to the tariffs for paid medical services.
Their formation will occur according to a new methodology based on actual costs, while, as assured by the developers, prices will remain lower than in private clinics.

Following the pilot implementation, the authorities plan to analyze the results and, if the outcome is positive, extend the new mechanisms to the entire healthcare system of the country.
