At a meeting of the permanent commission of Bishkek dealing with municipal property, urban planning, and architecture, a draft resolution "On the transfer of land plots to state ownership" is being discussed, located at the addresses: Chuy Avenue, 108 and Kyiv Street, 55.
According to the city hall, on January 20, 2026, a letter No. 11/112 was received from the Presidential Administration requesting the transfer of the specified land to state ownership.
By the municipality's resolution dated February 23, 2026, No. 52, the following were canceled:
- the local self-government resolution of Bishkek dated December 18, 1995, No. 253, concerning the transfer of the land plot for the "House of Artists" to the Union of Artists of the Kyrgyz Republic at Chuy Avenue, 108;
- the city hall resolution dated April 15, 2002, No. 215, regarding the temporary transfer of the land plot for the administrative-production building of LLC "Paging Company 'Areopag-Payj'" at Kyiv Street, 55.
Lawyer Yevgeny Savchenko, representing the interests of the House of Artists, reported that this resolution has been challenged in the Administrative Court, and the court hearing is scheduled for April 16.
"The appendix to the BGK resolution states that it concerns a land plot without buildings. However, there are buildings belonging to the Union of Artists, one of which is a monument of architecture of republican significance, which has not been taken into account in the project. There are also workshops on this plot, and their owners have documents, but their opinions are not considered. We disagree with the position of the city hall and urge the city council to delay actions until the court's decision," Savchenko noted.
Deputy Mayor Azamat Kadyrov emphasized that the municipality is only transferring the right to the land plot to GAUGI.
"The land at Chuy Avenue, 108 was transferred to the Union of Artists in 1949, and in 1953, the current building of the House of Artists was constructed and put into operation. According to the legislation, the land under buildings belongs to their owners. Therefore, the resolution may be illegal if adopted," added Yevgeny Savchenko.
