Rules for Product Certification Are Changing in the Kyrgyz Republic: The Project Has Been Submitted for Discussion
This step was initiated in response to the risks associated with the potential non-recognition of Kyrgyz certificates and declarations in international markets, especially in the countries of the Eurasian Economic Union. The basis for the changes was new requirements for controlling documents on product compliance in Russia.
The proposed draft aims to expand the powers of accredited certification bodies that are included in the unified register of the EAEU.
Under the new procedure, they will be allowed to register declarations of conformity for a wide range of technical regulations, including food products, fuel, cosmetics, and light industry.
It is expected that these bodies will be required to provide monthly information on issued declarations to the Ministry of Economy and Commerce, as well as undergo additional accreditation by April 1, 2027.
Control over compliance with the new requirements will be entrusted to relevant agencies, including sanitary and environmental services. In case of violations, measures provided for in the Code of Offenses will be applied.
It is also proposed to abolish the existing procedure for allowing bodies to register declarations, replacing it with a new regulatory system.
The developers of the initiative emphasize that the change in rules is aimed at protecting the interests of domestic producers, minimizing the risks of export restrictions, and creating more stable conditions for doing business.
