
As a result of the audit conducted by the Accounts Chamber of the Kyrgyz Republic, it was established that financial violations in the construction sector amounted to a total of 1.58 billion soms for the year 2024. The audit covered the activities of the Ministry of Construction, Architecture, and Housing and Communal Services, as well as its subordinate organizations.
According to information from the chamber's press service, the majority of violations are related to the improper accounting of receivables.
The audit was conducted from January 1 to December 31, 2024, and aimed to verify compliance with budget legislation and the execution of the Ministry of Construction's budget.
As a result of the audit, serious violations in financial accounting and the execution of construction works were identified.
The total amount of established financial violations was 1 billion 585 million 293 thousand soms, of which 1.17 billion soms pertained to violations in the accounting of receivables.
The audit also identified the following violations:
- inflated costs and volumes of construction and installation works — 166 million 87 thousand soms;
- misuse of budget funds — 85 million;
- transactions outside the Unified Treasury Account — over 40 million;
- violations in salary payments and other accruals — over 24 million;
- unaccounted property — over 26 million soms.
There were also recorded instances of untimely and incomplete transfers of funds to the budget, unjustified advance payments, and violations during the implementation of capital investments.
According to the Accounts Chamber, of the total amount of violations, 349 million 414 thousand soms are subject to recovery, of which 122 million 191 thousand (35 percent) have already been returned during the audit.
As a result of the audit, recommendations were given to the agency to eliminate the identified violations, enhance financial discipline, and improve the efficiency of budget fund utilization.
