As a result of the audit conducted in 2024, the Accounts Chamber of Kyrgyzstan discovered financial violations in the construction sector amounting to over 1.58 billion soms, as reported in the agency's press release.
The audit covered the activities of the Ministry of Construction, Architecture, and Housing and Communal Services, as well as its branches and subordinate organizations for the period from January 1 to December 31, 2024.
During the inspection, significant issues were identified in the areas of financial accounting, compliance with budget legislation, and the execution of construction works.
In particular, the following violations were found:
- accounts receivable - 1,169.3 million soms;
- inflated prices and volumes of construction works - 166.1 million soms;
- misuse of budget funds - 85 million soms;
- transactions outside the treasury account - 40.2 million soms;
- incorrect salary payments - 24 million soms;
- unaccounted assets - 26.6 million soms;
- other violations in capital investments and construction - 23.5 million soms.
Of the total amount of violations, 349.4 million soms are subject to recovery. During the audit process, 122.2 million soms have already been returned, which accounts for about 35% of the total amount.
At the conclusion of the audit, the Accounts Chamber issued recommendations and directives aimed at addressing the identified violations, improving financial discipline, and enhancing the efficiency of budget expenditures, according to information from the press release.
