In the ministry's view, such changes will help improve the quality and safety of construction, as well as legalize labor relations. Companies will be required to pay taxes and social insurance contributions for their employees, which has not always been adhered to in the past. This has led to low social protection for workers and a shortfall in budget revenues.
As part of the project, the creation of an automated information system is also planned, which will allow:
- the issuance of licenses in an online format with minimal involvement of officials;
- to reduce the time for processing applications;
- to increase budget revenues by 700 million soms annually through taxes and contributions;
- to create a cumulative pension fund for specialists, which will provide financial guarantees for pensions and serve as an incentive for long-term legal employment.
