According to the information provided by the agency, foreign citizens received 2.3 million patents for engaging in labor activities in the country, which is 9 percent higher than the figures for 2024.
Each migrant obtaining a patent contributed an advance personal income tax to the general budget, with a total amount of 172 billion rubles, which is 39 percent more than the previous year.
The highest amounts of tax payments were recorded in regions such as Moscow, St. Petersburg, the Republic of Tatarstan, as well as the Moscow, Leningrad, and Sverdlovsk regions.
Currently, several legislative initiatives aimed at improving migration policy are being considered in the State Duma. In particular, it is proposed that labor migrants ensure their own and their families' livelihood at a level established in their regions, as well as make a fixed advance payment for each family member. If these requirements are not met, patents or work permits may be revoked or not issued.
