These changes pertain to the law on guarantees of the activities of the president and the status of the former president of the Kyrgyz Republic.
According to the justification, the initiative arose after residents of the village of Chon-Aryk appealed to President Sadyr Japarov with a request to address the issue of the lack of educational institutions. The village lacks kindergartens and schools, which creates difficulties for children in obtaining an education.
The president instructed to allocate a plot of land measuring 10.48 hectares within the territory of the State Residence No. 1 for the construction of modern educational and social institutions, including kindergartens, schools, and health complexes. This will improve access to quality education for the children of Chon-Aryk and neighboring villages, as well as support the health and social development of youth.
However, current laws do not allow for the allocation of land within the territory of the state residence. Therefore, the government proposes to amend the law to allow for land allocation for social needs within the residence territory by the president's decision, while ensuring all necessary protective and security measures are observed.
