Before discussing the document, Deputy Kamila Talieva addressed President Japarov with a request to preserve titles such as "Honored Doctor," "Honored Teacher," and "People's Poet."
The President noted that previously titles were sold for amounts ranging from 5 to 10 thousand dollars and mentioned that the ongoing audit revealed cases where people became people's artists after performing only two songs. Meanwhile, true veterans of their craft, such as aksakals and baybiche, remained without awards. As a result, it was decided to award 200-300 such individuals, Japarov added.
According to him, the presidential administration proposed to reduce the number of titles from 47 to 20, leaving the parliament the right to add or decrease the number of categories even to ten.
According to the approved draft law, honorary titles will be awarded to both citizens of Kyrgyzstan and foreigners or stateless persons for significant contributions to the development of various sectors and areas of activity in the republic.
State prizes will be awarded to citizens of the country for outstanding scientific achievements and discoveries, as well as for creative works that stand out for their high content and form.
The draft law introduces the following categories of state awards:
1. State award of the highest category – "Kyrgyz Respublikasynyn El Batyry" ("Hero of the Kyrgyz Republic");
2. State award of special category – "Emgek Batyry" ("Hero of Labor").
3. State awards of the first category:
- Order "Manas" I degree;
- Order "Manas" II degree;
- Order "Manas" III degree;
- Order "Kurmanzhan Datka";
- Order "Erdik";
- Order "Dank";
- Order "Dostuk";
- Order "Baatyr Ene".
- Medal "Ardak";
- Medal "Ene Danky".
- "Kyrgyz Respublikasynyn el mugalimi" ("People's Teacher");
- "Kyrgyz Respublikasynyn el vrachy" ("People's Doctor");
- "Kyrgyz Respublikasynyn el artisti" ("People's Artist");
- "Kyrgyz Respublikasynyn el jazuchusu" ("People's Writer");
- "Kyrgyz Respublikasynyn el akyny" ("People's Poet");
- "Kyrgyz Respublikasynyn el surötchüsü" ("People's Painter");
- "Kyrgyz Respublikasynyn jaratmany" ("Figure of the KR");
- "Kyrgyz Respublikasynyn syymygy" ("Honor of the KR").
- State prize of the KR named after Kasym Tynystanov in the field of science and technology;
