Elvira Surabaldiyeva raised the issue of the sudden success of the businesses of officials' relatives

At a recent parliamentary meeting held on March 12, Surabaldiyeva emphasized the amendments to the law on conflict of interest. Baktygul Usenaliev, head of the legal department of the State Agency for Public Service and Local Self-Government, explained that one of the changes concerns the procedure for checking declarations of private interests.

Usenaliev clarified that the declaration of private interests is often confused with a tax declaration. According to the law, it should be reviewed by an ethics commission; however, in practice, meetings have not been held, and materials on conflicts of interest have not been recorded. The new bill proposes to transfer the verification of declarations to the human resources department, as this is the department with which the new civil servant interacts upon entering service. The declaration will be attached to the employee's personal file.

However, Surabaldiyeva expressed doubts about the effectiveness of this measure.

She noted that the human resources department does not have the right to contradict its management, as it depends on it. "Recently, there has been a constant change of leadership. For example, if one person is appointed, and their relatives or close ones have shares in various companies, can the human resources department make a remark? Can it really not impose restrictions on management due to a conflict of interest? How then can this problem be solved?" the deputy posed a rhetorical question.

Usenaliev agreed with her opinion, adding that in practice, the human resources department may not even always be able to ask the new leader to fill out a declaration of private interests.

She noted that the work of checking declarations should be carried out by the human resources department of the structure to which this position belongs.

Surabaldiyeva also clarified who should check the declarations: "Is it the cabinet of ministers or the prime minister who appoints? Or perhaps it is the task of the State National Security Committee or the Prosecutor General's Office?"

Usenaliev explained that the issue of the leader's declaration concerns the structure that appoints them.

Despite supporting the bill, Surabaldiyeva left the question open: "Why do the families of those appointed to positions begin to thrive specifically in this sector? And only after a change in the political situation do inspections begin. I believe this question requires deeper study," she concluded.
