The EBRD Commission from London discussed the trolleybus dispute in Bishkek

Kuvanychbek Kongantiev signed the transfer of 100 trolleybuses in due time


A meeting took place in Bishkek between local residents and a delegation from London representing the independent accountability body for projects of the European Bank for Reconstruction and Development (EBRD NOPP). The main topic of discussion was the consideration of a request for financing a public transport project related to trolleybuses, as reported by representatives of the urban initiative "BishkekSmog".

Various community groups attended the event, including environmentalists, passengers, women with children, pensioners, former employees of the trolleybus management, and representatives of the Association of People with Disabilities. They all shared how the disappearance of trolleybuses affected their mobility, the state of the environment, and the accessibility of public transport in the city.

It should be noted that Bishkek acquired 131 modern trolleybuses between 2014 and 2018 using an EBRD loan of $23.5 million, which also included the modernization of the contact network. However, in 2024, both old and new trolleybuses were unexpectedly removed from the city streets. This happened without the consent of the lending bank and without considering the opinions of residents, which in 2025 led to citizens appealing to the EBRD accountability mechanism.

A court hearing on the case to annul the decision of the Bishkek City Council regarding the transfer of 100 trolleybuses will take place on March 16 at 10:00 AM in the Supreme Court of the Kyrgyz Republic. Against the backdrop of these events, former deputy Kuvanychbek Kongantiev, who signed this decision, was detained on suspicion of corrupt actions.
