In Bishkek, they propose to change the rules for land redemption for the construction of high-rise buildings.
The proposed changes concern the resolution of the city council dated January 14, 2020, No. 139, which regulates the purchase of plots that were previously leased for the design and construction of apartment buildings.
These innovations are a result of the entry into force of the new Land Code of the Kyrgyz Republic, as well as a law that defines the procedure for its application.
The draft includes a methodology for calculating the cost of land plots that are in municipal ownership and are used by individuals and legal entities for the construction of apartment buildings.
According to the proposed document, the cost calculation will be carried out by the authorized body, without involving third-party appraisal companies.
The draft also stipulates that after the decision to purchase is made, the tenant will be obliged to pay for the plot and conclude a sales contract with the authorized body.
Partial payment of the land cost is possible, with the remaining amount to be secured by a pledge, which will remain in effect until all obligations are fulfilled.
It is worth noting that the amount of the pledge will decrease depending on the payments already made.
