"Protecting Citizens": Bishkek City Hall Responds to Deputy's Outrage Over Dog Culling

Significant financial resources will be needed to create an animal shelter


At a meeting of the Jogorku Kenesh, Deputy Gulya Kozhokulova expressed dissatisfaction with the methods used for culling dogs in Bishkek. She suggested that the city prosecutor's office check the legality of the actions of the municipal enterprise "Tazalyk." According to her information, up to 7 million soms are allocated annually for these purposes, which could be used for sterilizing animals and building shelters.

In response, the city hall emphasized that measures to control the population of stray dogs are carried out in accordance with current legislation and are aimed at protecting citizens.

The city hall explained: "Currently, the regulation of the stray dog population is carried out through the municipal enterprise 'Tazalyk.' These actions are based on a resolution from the Bishkek City Administration and the Ministry of Health, which recommends regularly organizing the capture and culling of stray dogs and cats to prevent the spread of rabies among the population. This is necessary to protect citizens from possible animal attacks and to reduce the risks of infectious diseases," the city hall noted.

The mentioned parliamentary figure calculated the expenses based on working with approximately 12,000 stray animals per year, which amounts to about 583 soms per animal. These expenses include the deployment of special teams, fuel costs, employee salaries, equipment depreciation, and disposal. Thus, these funds cover the minimum costs of maintaining the sanitary condition of the city and do not exceed reasonable limits.

Regarding the proposal to create a shelter, the authorities noted that its construction and ongoing maintenance would require significantly larger budget funds. One shelter would not be enough for a quick resolution of the stray animal problem, and this would require a constant increase in budget financing." Additionally, they added that changes in the rules for keeping pets, such as mandatory registration and vaccination, are aimed specifically at reducing the number of stray animals.
