According to information from the municipality, the capture and shooting of stray animals is handled by the enterprise "Tazalyk." These actions are based on the resolution of the Bishkek City Administration No. 169, adopted on April 25, 1995, as well as the decision of the Ministry of Health No. 26 from September 11, 2007, which recommended that local authorities regularly carry out the capture and shooting of stray dogs and cats to prevent the spread of rabies.
These measures are aimed at protecting citizens from aggressive animal behavior and minimizing the risks of infectious diseases.The city administration also noted that creating a shelter requires significant financial resources. Substantial investments, equipment, staff, round-the-clock veterinary care, food supply, and utilities are necessary. Without a comprehensive program that includes sterilization, registration, vaccination, and interaction with pet owners, opening just a shelter will not lead to a rapid decrease in the number of stray animals and will require a constant increase in budget expenditures.
Furthermore, the press service of the city administration reported on the development of amendments to the rules for keeping pets, including mandatory registration and vaccination, which, according to the authors of the initiative, should reduce the number of stray animals.
The Bishkek city administration emphasizes that the safety of the city's residents remains a priority, and a systematic approach to solving this problem should be based on existing legislation and ensuring the safety of citizens.
