The Bishkek City Hall responded to the MP regarding the shooting of stray dogs.

In response to the request from a deputy of the Parliament regarding the legality of culling stray animals, the Bishkek city administration reported that these activities are carried out in accordance with current legislation and are aimed at ensuring the safety of citizens.
According to Article 8 of the law on the status of the capital, local authorities are obliged to address issues related to public order and safety, as well as to organize events to maintain cleanliness and order in the city.

Currently, the regulation of the stray dog population is handled by the municipal enterprise "Tazalyk." These activities are conducted in accordance with the resolution of the Bishkek City State Administration and the Ministry of Health, which mandates the regular organization of the capture and culling of stray animals to prevent the spread of rabies. Such measures are necessary to protect the population from aggressive animals and to reduce the risks of infectious diseases, as noted in the official statement.
As for the designated funding amount of 7 million soms, it corresponds to the average costs of processing 12,000 stray animals per year, which is approximately 583 soms per animal.
This amount covers expenses for dispatching special teams, fuel, staff salaries, depreciation of equipment and vehicles, as well as disposal costs. These funds are necessary to ensure the sanitary condition of the city and are not excessive.

In response to the proposal to create an animal shelter, the city administration emphasized that such initiatives would require much larger budget investments. Without a comprehensive program, the construction of a single shelter will not lead to a rapid reduction in the number of stray animals and will incur additional expenses every year.

Moreover, the city administration is working on changes to the rules for keeping pets, which will include mandatory registration and vaccination, also aimed at reducing the number of stray animals.

In conclusion, the city administration emphasizes that the safety of citizens remains a priority and underscores the need for a systematic approach to addressing this issue within the framework of current legislation.
