The shortage of teachers in schools and the reform of teacher education were discussed at the Ministry of Science.

An expanded meeting dedicated to the reform of pedagogical education in light of the country's transition to a 12-year system of general secondary education was held at the Kyrgyz Ministry of Science, Higher Education, and Innovations.

According to the ministry's press service, the event was attended by rectors of higher education institutions preparing specialists in the field of pedagogy, the president of the Kyrgyz Academy of Education, as well as representatives of the expert group.

“The creation of qualified and competitive pedagogical personnel, equipped with modern digital skills and ready to work in inclusive education conditions, is a pressing requirement of our time. A detailed analysis of the state of secondary and higher vocational education in the field of pedagogy has been conducted. The international experience in organizing 12-year school education has been studied, and a comparative analysis of its applicability for training pedagogical personnel in Kyrgyzstan has been carried out,” the ministry's statement noted.

During the meeting, proposals were made to align state educational standards for secondary vocational and higher education with the school education system. Recommendations for updating the qualification frameworks for pedagogical workers and professional standards were also developed.

In addition, in accordance with modern requirements, new areas of training in higher education and a classifier of specialties for secondary vocational education were reviewed and proposed.

To address the shortage of teachers in schools, various models for training pedagogical personnel and mechanisms for retraining specialists from other fields for work in the education sector were discussed. The roadmap for implementing accelerated educational programs was also clarified.

At the conclusion of the meeting, experts presented the results of the analysis and proposals for improving the situation. Updated models of pedagogical education were agreed upon, and a decision was made to expedite the implementation of the roadmap, taking into account the best practices of educational institutions in the country and the need to strengthen inter-agency cooperation.

According to the Ministry of Education, as of December 2025, there is a shortage of 761 teachers in schools across Kyrgyzstan. The highest number of vacancies is in general education institutions in the Chuy and Batken regions, as well as in Bishkek.
