The Ministry of Education proposes to expand the work of the online school "Tunguch" with three new areas.

The Ministry of Education has proposed for discussion a draft resolution of the Cabinet of Ministers "On the pilot project 'Online School 'Tunguch' dated March 19, 2025, No. 136, which includes the expansion of the functionality of this school.

One of the key changes will be the introduction of online preparation for students for Olympiads at both the republican and international levels. As part of this initiative, in-depth courses in core subjects, as well as individual consultations and training sessions, are planned. As the ministry notes, this will help create equal conditions for gifted children from regions that face a shortage of qualified trainers in Olympiad training.

The second new direction concerns online courses in Kyrgyz, Russian, and foreign languages, taking into account the various levels of student preparation.

In addition, students from schools where there is a shortage of teachers in certain subjects will be able to study them through the 'Tunguch' platform without changing their educational institution. Their grades will be automatically transferred to the 'Kündölük' system.

The school will have the opportunity to independently determine the model of education without the need to make changes to regulatory documents each time. The format of classes is also clarified: synchronous lessons will be limited to 45 minutes, while asynchronous classes will retain flexibility, allowing students to learn at their own pace.

To implement these changes, approximately 6.5 million soms will be required from the republican budget.

8. The tasks of the online school are: 1) to provide students with the opportunity to master educational programs using modern digital technologies in synchronous and asynchronous forms of learning; 2) to organize a system for assessing academic performance and controlling the quality of education, including conducting testing, certification, and monitoring learning outcomes in a remote format; 3) to create an online community of students and teachers that facilitates the exchange of knowledge, experience, and support among participants in the educational process; 4) to establish partnerships with other educational organizations and government structures for the joint development and implementation of educational programs and projects.
12. The director of the online school is appointed based on the results of a competition conducted in accordance with the established procedure for the competitive selection of vacant positions of heads of state and municipal general educational organizations of the Kyrgyz Republic.
37. In the online school, the transfer of students from class to class is carried out based on the internal order of the online school, developed in accordance with the general requirements of the Ministry of Education and Science of the Kyrgyz Republic.
48. The duration of online lessons in the online school is determined based on the pace of mastering the educational electronic materials. Lessons are conducted according to the schedule. 49. The annual (calendar-thematic plans of teachers) and educational plan is approved by the director of the online school. 50. The duration of online lessons in the online school may vary depending on the age of the students, the subject, and the educational methodology.
63. The online school carries out: 1) monitoring the availability of necessary equipment for students to organize online learning (computer, tablet, laptop, internet access, mobile communication) to determine the format of interaction between students and teachers of the online school; 2) organizing educational activities (the online school establishes the mode of operation, forms the schedule of classes for each school day in accordance with the educational plan. The schedule of classes provides for differentiation by classes and determines the time for conducting lessons up to 45 minutes, determines educational resources, ensures internet connectivity); 3) informing students and their parents (legal representatives) about the implementation of educational programs, including familiarizing them with the schedule of classes, the schedule for conducting current and intermediate assessments in subjects, and conducting consultations; 4) monitoring the adjustment of working programs of subjects; 5) making changes to the educational plan regarding the forms and timing of intermediate certification, if necessary, making changes to the number of hours allocated for subjects; 6) conducting meetings of the teaching staff, in which decisions are made about changes in educational programs (in terms of the educational plan, working programs); 7) preparing a draft order to approve changes to educational programs; 8) analyzing the activities of the online school, including the effectiveness of the educational process and the achievement of set goals; 9) consulting with parents (legal representatives) in real-time or online; 10) ensuring the functioning of a support system, chat-bot, hotlines, where users can get answers to their questions; 11) daily collecting information on the number of students participating in educational activities; 12) timely making necessary managerial decisions to improve the quality of education and the effectiveness of work.

Funding for the maintenance of the online school is carried out within the framework of the funds of the Ministry of Education and Science of the Kyrgyz Republic for the corresponding years as part of the released funds as a result of optimizing the organizational structure of evening and part-time forms of education in general educational organizations.

The online school has the right to form separate classes, study groups, or educational streams for the implementation of online courses in state, official, and foreign languages, taking into account the level of student preparation and learning objectives.
63.
