This draft is being developed in accordance with the Law "On Narcotic Drugs, Psychotropic Substances, Their Analogs, and Precursors." The importance of these amendments lies in the necessity to improve the state control system over the circulation of these substances.
It is proposed to supplement the lists of controlled substances.
Four substances from the group of synthetic opioids of the nitazene series are proposed to be added to List I of narcotic drugs subject to special control:
- N-pyrrolidino protnitazen;
- N-pyrrolidino metonitazen;
- N-desethyl-isotonitazen;
- etonitazepipn.
List II of psychotropic substances, for which limited circulation will also be established, will be supplemented with the following items:
- hexahydrocannabinol (HHC/ГГК);
- lisdexamfetamine.
List III, covering psychotropic substances with general control measures, will include:
- carisoprodol.
Additionally, it is planned to expand the list of analogs of narcotics and psychotropic substances, including compounds such as 4-BMC/brefedron, 4F-PBP, 4F-PHP, and others.
The amendments also concern the table of substance quantities that are important for qualifying actions under the articles of the Criminal Code and the Code of Offenses. Threshold values have been established for the newly introduced items, including:
- nitazenes — 0.1 grams (small size), 0.1–3 grams (large), 3 grams (especially large);
- lisdexamfetamine — 0.1 grams / 0.1–3 grams / 3 grams;
- HHC — 0.2 grams / 0.2–6 grams / 6 grams;
- carisoprodol — 0.05 grams / 0.05–1.5 grams / 1.5 grams.
The document emphasizes that Kyrgyzstan, as a participant in international conventions on the control of narcotic and psychotropic substances, is obliged to update its national lists. It also mentions the decisions of the Commission on Narcotic Drugs and the activities of the early warning mechanism for new drugs and psychoactive substances.
