Deputy Minister of Internal Affairs Adylbek Biibosunov explained that testing drivers will only be conducted in certain cases. The knowledge of traffic rules will be checked in the following violations:
- Article 182, part 1: Driving a vehicle with technical malfunctions that prohibit its operation. Part 4: Driving without state registration plates or with altered plates that hinder identification.
- Article 185: Failure to comply with the demands of law enforcement officers to stop.
- Article 187, part 3: Exceeding the speed limit by more than 40 km/h, but not more than 60 km/h. Part 4: Exceeding the speed limit by more than 60 km/h.
- Article 188, part 3: Violating intersection rules, driving on a red traffic light or contrary to the instructions of a traffic controller; driving on sidewalks or pedestrian paths; failing to yield to public transport vehicles and violating overtaking rules. Part 4: Failing to yield to vehicles with activated special signals. Part 5: Violating maneuvering rules by entering the oncoming lane.
- Article 189, part 1: Auto hooliganism, consisting of actions by the driver that grossly violate public order and peace, with obvious disrespect for society, including racing and demonstrative driving in prohibited places.
- Article 192, part 2: Violating traffic rules that resulted in damage to vehicles or property. Part 3: A violation that caused harm to health, if the driver's actions do not contain signs of a criminal offense.
- Article 194: Driving a vehicle that has been modified without approval from the relevant authorities. Article 195: Violating rules for transporting hazardous goods.
