Received up to a million soms. Rules for paying fees to court bailiffs

The General Prosecutor's Office is planning changes to the rules governing the payment of fees to court bailiffs. This was announced by Deputy General Prosecutor Umutkan Konkubaeva at a meeting of the committee of the Jogorku Kenesh responsible for judicial and legal issues and the fight against crime.

She clarified that currently, 10% of the collected amounts are withheld, and only a portion of these funds is allocated to the bailiffs as fees, in addition to their base salary.

“Our research showed that significant amounts are collected mainly in Bishkek and the Chuy region. In these areas, some bailiffs receive up to 1 million soms. At the same time, in other regions, such amounts are not observed, and bailiffs only receive a salary of 23,000 soms. They do not have enforcement orders for large sums, and they are forced to get by on just their salary. This leads to staff turnover, and currently, there are 20 vacant positions,” Konkubaeva explained.

Now, according to her, 10% of the collected funds will be distributed proportionally among all court bailiffs.

The Deputy General Prosecutor also noted that private court bailiffs, who will be introduced under the new legislation, will not receive a fixed salary, but their fees will range from 3 to 25% of the amounts they are able to collect.

According to the supervisory authority, in 2025, court bailiffs managed to collect 196 million soms.

An important aspect of the General Prosecutor's bill "On Amendments to Certain Legislative Acts in the Field of Enforcement Proceedings" is the introduction of the institution of private court bailiffs, as well as the tightening of penalties for alimony debtors.
