Important changes are taking place in the structure of the State National Security Committee (GKNB), as reported by its new head, Jumgalbek Shabdanbekov, in an interview with one of the publications. The reform aims to create a mobile, professional, and transparent service capable of effectively protecting national interests and maintaining constitutional order in the context of a changing international situation.

According to Shabdanbekov, the reforms are being implemented in stages, in compliance with legislation and taking into account state policy in the field of security. Structural changes have already been made: the state protection units and the Border Service have been removed from the GKNB.

As for organizational and staffing transformations, they include optimizing the number of employees, redistributing functions, as well as emphasizing analytical work and developing human potential. The head of the committee emphasized the importance of discipline, personal responsibility, and moral training of employees, as well as the introduction of modern management methods.
The reform will focus on traditional methods of operational and analytical work.
Shabdanbekov asserts that it is necessary to eliminate politicization within the GKNB, which implies excluding the influence of parties and ideologies on the work of the service. "The State Committee should not be a tool of political struggle," he noted.

“The next key step is professionalization, where professional merits will be more important than political loyalty when appointing to leadership positions,” he added.


The GKNB intends to eradicate manifestations of tribalism and regionalism, relying on professional qualities in appointments and promotions.

According to him, without these changes in the law enforcement structures, conditions may arise for the persecution of dissenters, an increase in corruption, which the GKNB is actively fighting against, and this could negatively affect operational activities, undermining trust in security agencies. "The system is transitioning from geographical logic to a logic of competencies, which is a step towards a more mature political model of the state," he concluded.

The head of the GKNB noted that a quality reform of the agency implies a transition to lawful methods of management. "We must abandon outdated methods of intimidation and create a modern service that meets current challenges," he summarized.
