No comments have been received regarding Shirshov's participation in the meetings at the Ministry of Energy and the Cabinet of Ministers.
Alexey Shirshov, who previously held the position of finance director at OJSC "Severelektro" and headed OJSC "TNK Dastan," has become a member of the Kyrgyz-Russian commission for the Upper Naryn cascade of HPPs. This became known thanks to a photograph published on the website of the Ministry of Energy of the Russian Federation.
During the meeting held in Moscow, the first deputy chairman of the Cabinet of Ministers, Daniyar Amangeldiev, the Minister of Energy of Kyrgyzstan, Talaybek Ibraev, and representatives of PJSC "RusHydro" were also present. The main focus of the negotiations was on the construction of new HPPs in Kyrgyzstan and the development of the fuel and energy sector of the republic.
Shirshov's presence did not go unnoticed; however, neither the Ministry of Energy nor the Cabinet of Ministers of Kyrgyzstan provided comments on this matter.
It is worth noting that Alexey Shirshov is a long-time friend and confidant of Maxim Bakiyev, the son of the former president of Kyrgyzstan. His career in the country's energy sector began during the time of the first president, Askar Akayev. Shirshov has often been referred to as the gray cardinal of the energy industry and has been linked to corruption schemes that took place in this sphere.
After the April revolution of 2010, which led to changes in the political landscape of the country, Shirshov left Kyrgyzstan, and a criminal case was initiated against him. Nevertheless, he has repeatedly returned to Bishkek, where he was detained by the State National Security Committee, but after giving testimony, he was released.
