During the meeting of the Jogorku Kenesh, where the draft law on state awards was discussed, deputy Mahabat Mavlyanova asked the question of who would be awarded the new title of "Honored Figure of the Kyrgyz Republic."

According to Ayaz Bayetov, the Minister of Justice, this title will be awarded for outstanding innovative contributions and significant achievements at the national level. He noted that there had previously been no special award for such successes, and citizens were given other awards or certificates.

The deputy also inquired whether there would be a salary increase for holders of the new title. Bayetov explained that allowances are provided in ten different areas for those who have state awards, primarily concerning professions in the social sphere.

Mavlyanova added that the contribution of entrepreneurs to economic development should also be taken into account. She noted: "Private entrepreneurs play a key role in the country's economy, and their merits often go unnoticed. The state should support them, as they are the ones creating jobs and paying taxes, despite the high risks."

In response, Bayetov agreed that such entrepreneurs should be recognized. He emphasized that the title "Honored Figure" would be suitable for this category of people.

Mavlyanova also asked about the statistics on awarding entrepreneurs, pointing out that their share among all awardees is less than 1%. According to the government representative, since 2010, the title of "Honored Entrepreneur" has been awarded to only seven individuals.
