Sarybashov was born in 1971 in the Alaï district. His professional career began in 1989 when he worked as a mechanic at a bus depot. After serving in the army, from 1991 to 2008, he held positions as a seller and market director in the village of Gulcha, as well as worked in a private company in the Alaï district.
- In 2008, he was elected as a deputy of the Alaï district kenesh, and from 2012 to 2015, he served as the akim of this district.
- Since 2015, he worked as the authorized representative of the government in the Osh region.
- In 2018, Sarybashov became the mayor of Osh, and in August 2021, he was appointed acting mayor of Bishkek, but he resigned on August 12.
- In 2021, he was elected as a deputy of the Jogorku Kenesh of the VII convocation from the "Ata-Jurt Kyrgyzstan" party.
