As Tügöybekov noted, the initiative to rename the villages of Oktyabrskoye and Safarovka was proposed by local residents at a public meeting and recorded in the minutes. “During meetings with residents, including budget hearings and public gatherings, proposals were made to change the names of these villages. This appeal was discussed and brought to the session. The villagers believe that during the Soviet era, the state farm 'Druzhba' was located in the center of the village of Oktyabrskoye, and they suggested preserving the historical name by translating it into Kyrgyz — Dostuk. The residents of Safarovka proposed to rename their village to Jangy-Küch (New Strength). The deputies of the rural council approved this initiative. Now the decision of the local council will be sent to the district, then to the region, and ultimately to the Jogorku Kenesh,” added the head of the rural district.
There are 31,884 people living in the Bagysh rural district.
The procedure for changing the name of a village includes the following stages:
- the initiative can come from local residents, the rural administration, or the local council, which is usually discussed at a public meeting or community hearing, and the opinion of the majority is recorded in the minutes.
- then follows the decision of the deputies of the rural council.
- the rural or city council adopts an official resolution and sends the proposal to a higher level.
- next, it is considered at the district or regional level.
- the documents go through approval by the district and regional state administrations.
- a proposal is submitted to the Cabinet of Ministers, where historical, linguistic, and legal grounds for changing the name are examined.
- the decision of the Jogorku Kenesh, where deputies approve it as a law or resolution.
- after that, the documents are sent for consideration to the president. Upon approval, the president signs the corresponding law. The decision comes into legal force only after official publication.
The current decision to change the names of four rural districts and 13 villages in Kyrgyzstan was made in 2025.
Earlier, in the Issyk-Ata district, local residents proposed renaming the village of Dmitrievka to Esirkemish, which sparked active discussions.
