Family as a Priority: Kyrgyzstan Strengthens Prevention of Social Risks

Recently, an important memorandum was signed in Bishkek between the Ministry of Labor, Social Protection, and Migration of the Kyrgyz Republic, the public fund "League of Child Rights Defenders," and the Mother’s Home International Foundation. This step aims to enhance support for families and children, including the prevention of social risks, the development of family-based care, and assistance to women in difficult situations.

Deputy Minister of Labor, Social Protection, and Migration Ainura Orozbaeva shared with 24.kg details on how these initiatives will be implemented in practice and what transformations await the social sphere.

From Reactive Response to Preventive Measures

Ainura Orozbaeva emphasized the strategic importance of the memorandum, which is aimed at creating sustainable cooperation.

“This memorandum changes our approach to work — we are moving from reacting to emerging problems to preventing them. This involves creating a unified platform for interaction among government agencies, public organizations, and international partners. Such a format ensures a continuous chain of assistance from identifying the problem to comprehensive support for families, making support more accessible and understandable for citizens,” she noted.

Additionally, emphasis will be placed on the early identification of crisis situations within families.

“Economic difficulties, psychological stress, and the threat of losing housing — all these are signs that require immediate response. Early intervention can prevent serious consequences and significantly reduce the long-term burden on the social protection system,” the deputy minister added.

Improving the Qualifications of Social Workers

One of the priority areas will be the enhancement of qualifications for specialists in the social sphere.

“The quality of social assistance directly depends on the level of training of workers, which is why we pay special attention to this. New educational programs are being implemented, inter-agency cooperation is being strengthened, and the exchange of experience with international partners is being expanded. A modern social worker must consider the situation comprehensively — taking into account psychological, social, and legal aspects. This, in turn, increases citizens' trust and the effectiveness of decisions made,” Ainura Orozbaeva reported.

The "Ene Üyü" Project: An Integrated Model of Assistance

In the prevention system, special attention is given to the "Ene Üyü" ("Mother's Home") project, which is supported by the Mother’s Home International Foundation.

The center offers women a safe space and comprehensive assistance, including psychological support, legal consultations, medical care, and temporary housing. According to Orozbaeva, it is this integrated approach that allows not only to address current problems but also to preserve the family as the primary environment for a child's development.

An important aspect is the prevention of abandonment of newborns, which is one of the most acute social problems.

“Support during vulnerable moments in life helps to preserve not only the child but also the future of the family. Abandonments often occur due to fear, isolation, and lack of assistance. When a woman receives support and sees a prospect, the chances of keeping the child significantly increase,” the deputy minister believes.

Kyrgyzstan, as noted by Ainura Orozbaeva, is consistently developing a preventive model of social policy and actively engaging with partners.

“Openness to cooperation is one of the important advantages of Kyrgyzstan's social policy. It is expected that systemic support for families will help reduce the level of social orphanhood by addressing its root causes. The faster assistance is provided, the lower the risk that a child will end up outside the family. Ultimately, new measures should give women confidence and the opportunity to emerge from crises while preserving their families and dignity. For children, this means a chance to grow up in a safe and loving environment, which is the foundation of a stable and healthy society,” she concluded.

The signed memorandum is not just a document of cooperation, but an important part of a long-term strategy aimed at strengthening the institution of the family and developing preventive social policy. This approach, the deputy minister is confident, will not only help address current problems but also create a sustainable support system for future generations.
